မီဒီယာ Media

ၿပီးခဲ့တဲ့ ႏွစ္၀က္တုန္းက ေက်ာင္းမွာ Politics and Policy in South East Asia ဆိုတဲ့ ဘာသာရပ္ကိုယူေတာ့ အပါတ္စဥ္ႏိုင္ငံတႏိုင္ငံခ်င္းစီေက်ာင္းသားေတြက Presentation လုပ္ၿပီး တဖြဲ႕စီ ေခါင္းေဆာင္ေဆြးေႏြး ရပါတယ္။ ဒါေပမယ့္ ကိုယ့္ႏိုင္ငံအေၾကာင္း Presentation လုပ္မယ့္အုပ္စုထဲမွာ ကိုယ္မပါရပါဘူး။ သေဘာက ျမန္မာျပည္ကလူကို ျမန္မာျပည္အေၾကာင္း Presentation ထဲမွာ မထည္႕ဘူးဆိုတဲ့သေဘာပါ။ ၀င္ေျပာလို႕ ေတာ့ရပါတယ္။ အဲဒီမွာျမန္မာျပည္အေၾကာင္း တင္ျပတဲ့အဖြဲ႕က ျမန္မာသံရံုးကသံအမတ္ႀကီးကိုသြားေတြ႕ အင္တာဗ်ဴးလုပ္လာတဲ့အျပင္ ေရႊ၀ါေရာင္ေတာ္လွန္ေရးအတြင္းက စကၤာပူမီဒီယာတခုက (Channel News Asia လား။ Mediacorp နာမည္နဲ႕လား အေသအခ်ာမမွတ္မိပါ။) စကၤာပူမွာအလုပ္လုပ္ေနတဲ့သူတခ်ိဳ႕ကုိ ေတြ႕ဆံုေမးျမန္းထားတာေတြကိုပါ Youtube ေပၚကေနဆြဲၿပီး တြဲတင္ျပလာပါတယ္။ ဒါေပမယ့္ အဲဒီမွာအင္တာဗ်ဴးအလုပ္ခံရတဲ့သူက ဘာေျပာလဲဆိုေတာ့ ျမန္မာႏိုင္ငံမွာလူေတြဆင္းရဲလြန္းလို႕ တခ်ိဳ႕လူေတြဟာ တလ US ၂ ေဒၚလာေအာက္၀င္ေငြနဲ႕ ေနထိုင္စား ေသာက္ရပါသတဲ့။ ေျပာတဲ့သူက အမွတ္တမဲ့ ရက္နဲ႕ လကိုမွားေျပာသြားတာလား။ အဂၤလိပ္စာ မကၽြမ္းက်င္မႈေၾကာင့္လားေတြးမိေပမယ့္ တျခားႏို္င္ငံသားေတြရဲ႕အျမင္မွာ အရမ္းကိုဆိုးရြားသြားတဲ့ အေနအထား တခုပါ။ တြက္ၾကည္႕ပါ။ လူတေယာက္ဟာ ဆန္ျပဳတ္ခ်ည္းပဲေန႕တိုင္းေသာက္ေနႏိုင္ရင္ေတာင္ တေန႕ ၂နပ္နဲ႕တြက္၊ တေန႕ ၄၀၀က်ပ္ေလာက္ အၾကမ္းဖ်င္းက်ပါတယ္။ (ဒါေတာင္ဆန္ျပဳတ္ပဲေသာက္ရရင္ လူတေယာက္ ၂နပ္နဲ႕မ၀ႏိုင္ပါဘူး) တလကို ၁၂၀၀၀ က်ပ္။ အျပင္ေပါက္ေစ်းနဲ႕ USD ၁၂ ၀န္းက်င္ကုန္က်ပါတယ္။ ဘယ္လိုလုပ္ လူတေယာက္တလ US ၂ ေဒၚလာနဲ႕ေနမလဲ။

ေနာက္တခါ သူကဘာေျပာသြားလဲဆိုေတာ့ အခုစစ္အစိုးရအုပ္ခ်ဳပ္တဲ့ ႏွစ္ ၂၀အတြင္းမွာႏိုင္ငံကဘာမွ တိုးတက္မလာပါဘူးတဲ့။ တိုးတက္သင့္သေလာက္မတိုးတက္လာဘူးဆိုတာဟုတ္ပါတယ္။ ႏိုင္ငံရဲ႕ သယံဇာတေတြ၊ ေျမလြတ္ေျမရိုင္းေတြ၊ တိုးတက္လာတဲ့လူဦးေရေတြနဲ႕တြက္ရင္ ဒီထက္ပိုၿပီးတိုးတက္ေအာင္ လုပ္လို႕ရတာအမွန္ပဲ။ ဒါေပမယ့္ လံုး၀တိုးတက္မလာဘူးဆိုတဲ့ ကိစၥကိုေတာ့ လက္မခံႏိုင္ပါဘူး။ ဒါ့အျပင္အဲဒီ အင္တာဗ်ဴးမွာ ၁၉၉၅ ခုႏွစ္ေလာက္တုန္းက ဘတ္စ္ကားေတြနဲ႕ လူေတြေနထိုင္သြားလာမႈပံုစံေတြကို ျပထားၿပီး အႏွစ္၂၀ေက်ာ္အတြင္းမွာ ကူးသန္းသြားလာေရးကတိုးတက္မလာပါဘူးလို႕ ေျပာထားပါေသးတယ္။ ဒီႏွစ္ ၂၀အတြင္းမွာေဆာက္ထားတဲ့ တံတားေတြ၊ ေဖာက္ထားတဲ့ လမ္းေတြ အေရအတြက္ဘယ္ေလာက္ရိွတယ္လို႕ ေျပာရင္ ကၽြန္မကိုစစ္အစိုးရအလိုေတာ္ရိလို႕ လက္ၫိႈး၀ိုင္းထိုးၾကလိမ့္မယ္။ ဒါေပမယ့္ ဒါကၽြန္မအေတြ႕အႀကံဳနဲ႕ ယွဥ္ၿပီးေျပာတာပါ။ ကၽြန္မတို႕ပုသိမ္ - ရန္ကုန္လမ္းမွာ အရင္တုန္းက ဗိုလ္ျမတ္ထြန္းတံတားမရိွတဲ့အတြက္ ရန္ကုန္သြားရင္ ကားေတြကဇက္ကူးရပါတယ္။ ကားေတြကိုယ္တိုင္ကူးရင္ကူး။ မဟုတ္ရင္ အမ်ားသံုးဘတ္စ္ ကားေတြဆိုရင္ ဒီဘက္ဆိပ္မွာလူေတြကဆင္း၊ ဇက္နဲ႕ကူးသြားၿပီး ဟိုဘက္ကမ္းမွာအသင့္ေစာင့္ေနတဲ့ကားေပၚ ေျပာင္းတက္ရပါတယ္။ အထုပ္အပိုးမ်ားတဲ့သူဆို အဆင္မေျပတဲ့ခရီးပါ။ ဒါ့အျပင္ အသြားအျပန္ဇက္ ၂စင္းေလာက္ပဲရိွလို႕ေစာင့္ရေတာ့ အခ်ိန္ၾကန္႕ၾကပါတယ္။ တခါတေလဆို ရန္ကုန္-ပုသိမ္ခရီးက ၈နာရီ ၉နာရီ ၾကာပါတယ္။ အဲဒီေတာ့အလ်င္မလိုတဲ့လူအမ်ားစုကေတာ့ သေဘၤာနဲ႕သြားပါတယ္။ ပုသိမ္ကေန ညေန ၅နာရီ ေလာက္သြားရင္ ေနာက္ေန႕မနက္ ၉နာရီ ၁၀ေရာက္ပါတယ္။ ၂၀၀၀ ျပည္႕ႏွစ္ကစၿပီး ဗိုလ္ျမတ္ထြန္းတံတား ဖြင့္ၿပီးတဲ့ေနာက္ပိုင္း ရန္ကုန္-ပုသိမ္အသြားအျပန္ခရီးဟာ ၄နာရီပဲၾကပါတယ္။ ကိုယ္ပိုင္ကားနဲ႕ပံုမွန္ေမာင္းရင္ ၃နာရီ ခြဲအတြင္းေရာက္ပါတယ္။ အဲဒီလိုအသစ္ေဆာက္တဲ့ လမ္း၊ တံတားေတြေၾကာင့္လမ္းပန္းဆက္သြယ္ေရး လြယ္ကူလာၿပီး အရင္ကထက္စာရင္ က်န္းမာေရး၊ လူမႈေရး၊ ပညာေရး၊ စီးပြားေရး အခြင့္အလမ္းေတြတိုးတက္ လာတဲ့ၿမိဳ႕ေတြအမ်ားႀကီးရိွမွာပါ။ နယ္စပ္ေဒသေတြမဖြံ႕ၿဖိဳးေသးတာ၊ တိုးတက္ဖုိ႕လိုေနတဲ့ေနရာေတြ က်န္ေနေသးတာလည္း လံုး၀အမွန္ပါပဲ။ ဒါေပမယ့္ ဒီႏွစ္၂၀အတြင္းမွာ လံုး၀မတိုးတက္လာပါဘူးလို႕ ေျခကန္ျငင္းရင္ေတာ့ မ်က္စိကန္းေနလို႕ျဖစ္ပါလိမ့္မယ္။ အစိုးရလုပ္လို႕တိုးတက္တာပဲျဖစ္ျဖစ္၊ ေခတ္ေရစီးေၾကာင္းေၾကာင့္၊ Globalization ေၾကာင့္ ဘာေၾကာင့္ပဲတိုးတက္တိုးတက္။ တိုးတက္လာတဲ့ အေျခအေနကိုေတာ့အသိအမွတ္ျပဳေစခ်င္ပါတယ္။ (ဒီတုိးတက္လာတဲ့အေျခအေနေတြေပၚမွာ လာဘ္ေပးလာဘ္ယူမႈေတြရိွေနတာကေတာ့ ေနာက္ထပ္ျပႆနာတခုေပါ့။)

ေနာက္တခုကပိုၿပီးေကာင္းမြန္ပြင့္လင္းလာတဲ့အခြင့္အေရးေတြပါ။ ဆိုရွယ္လစ္စနစ္က ႏိုင္ငံျခားကိုထြက္ခြင့္ရတဲ့ လူအေရအတြက္နဲ႕ အခုစစ္အစုိးရလက္ထက္မွာႏိုင္ငံျခားထြက္တဲ့အေရအတြက္ဘယ္ဟာကပိုမ်ားပါသလဲ။ အဲဒီတုန္းကမတိုးတက္ေသးလို႕၊ လူေတြကအျမင္မက်ယ္ေသးလို႕လို႕ မျငင္းပါနဲ႕။ တံခါးပိတ္၀ါဒေၾကာင့္လည္း အမ်ားႀကီးပါပါေသးတယ္။ ဒီစကားေတြကိုေျပာေနလို႕ စစ္အစိုးရလုပ္သမွ်ေကာင္းေနတာပါလုိ႕ ေျပာေနတာမဟုတ္ပါဘူး။ ဒါေပမယ့္ အရိွကိုအရိွအတိုင္းေတာ့ လက္ခံၾကေစခ်င္ပါတယ္။

အခုေလာေလာဆယ္မွာကၽြန္မတို႕အားကိုးေနတဲ့မီဒီယာ ၂ခုရိွပါတယ္။ ျပည္တြင္းမွာ လက္ခံသည္ျဖစ္ေစ၊ လက္မခံသည္ျဖစ္ေစ၊ ၾကည္႕ေန၊ နားေထာင္ေနရတဲ့ အစုိးရအုပ္ခ်ဳပ္တဲ့မီဒီယာပါ။ ေနာက္ျပည္ပကေနေပါင္းစံုေရးသားေနၾကတဲ့ မီဒီယာေတြပါ။ ၂ဘက္စလံုးကိုအစြန္းေရာက္ေနတယ္လို႕ ျမင္ပါတယ္။ ျပည္တြင္းမွာအမွန္အတိုင္းလြတ္လြတ္ လပ္လပ္မေရးႏိုင္၊ မေျပာႏိုင္ပဲ ဆင္ဆာကိုေၾကာက္ေနရပါတယ္။ ျမန္မာ့ရုပ္ျမင္သံၾကား၊ ျမ၀တီနဲ႕ ျမန္မာ့အလင္းေတြက အစုိးရလုပ္တာမွန္သမွ်အေကာင္းေရးၿပီး သတင္းေတြကိုကြယ္၀ွက္ထားပါတယ္။ တခ်ိန္တည္းမွာပဲ ျပည္ပမီဒီယာေတြက စစ္အစိုးရကမေကာင္းဘူးဆိုတဲ့ရပ္တည္ခ်က္ကိုယူထားၿပီး စစ္အစိုးရလုပ္သမွ်အျပစ္ေတြကိုေစာင့္ၾကည္႕ထုတ္လႊင့္ေပးပါတယ္။ စစ္အစိုးရလုပ္ေနတဲ့အထဲက ဒီတခုကေတာ့မဆိုးဘူးဆိုတဲ့ ေျပာဆိုခ်က္မ်ိဳးကိုမေတြ႕ရသေလာက္ရွားပါတယ္။ ကၽြန္မအျမင္ေတာ့ မီဒီယာဆိုတာအျမင္အတုိင္းတင္ျပရမွာပါ။ (သေရာ္စာတို႕၊ သံုးသပ္ခ်က္တို႕က တက႑ေပါ့။) အခုေတာ့ ကၽြန္မတို႕ျပည္သူေတြမွာ ဒီမီဒီယာၾကည္႕ရင္ တမိ်ဳး၊ ဟိုမီဒီယာၾကည္႕ရင္တမ်ဳိး။ အဆိုးဆံုးကေတာ့ ျပည္ပမီဒီယာေတြရဲ႕ ျမန္မာႏိုင္ငံအေပၚရုပ္လံုးေဖာ္တဲ့အေနအထားဟာ ျမန္မာႏိုင္ငံကိုမေရာက္ဖူးတဲ့ ႏိုင္ငံျခားသားေတြဆိုရင္ ျမန္မာႏိုင္ငံကို ေျမာက္ကိုရီးယားေလာက္နီးနီးထင္သြားၾကတာပါ။ ေက်ာင္းမွာ ကၽြန္မတို႕ကို ဥေရာပဘက္ကလာတဲ့ေက်ာင္းသားေတြကေမးၾကပါတယ္။ နင္တို႕ကစစ္တပ္နဲ႕ဘာေတာ္လို႕ အခုလိုအျပင္ထြက္ၿပီး ပညာသင္ခြင့္ရတာလဲတဲ့။ ၿပီးရင္ ျမန္မာျပည္ျပန္လို႕ရရဲ႕လားတဲ့။ ျမန္မာႏိုင္ငံဆိုရင္ လူေတြကဆင္းရဲစုတ္ျပတ္၊ လမ္းေတြကဆိုးဆိုး၀ါး၀ါး၊ လူေတြကက်ီးလန္႕စာစား၊ စစ္တပ္ကေသနတ္ကိုင္ၿပီး ေနရာတိုင္းေလွ်ာက္သြားေန အဲဒီလိုမ်ိဳးကိုထင္ေနၾကတာပါ။ အဲဒါေၾကာင့္ ျပည္တြင္းမွာရိွတဲ့ မီဒီယာေရာ၊ ျပည္ပမွာရိွတဲ့မီဒီယာေရာ အရိွကိုအရိွအတိုင္းတင္ျပေစခ်င္ပါတယ္။ ျပည္တြင္းမီဒီယာအေျခအေနက အခုအခ်ိန္မွာေျပာင္းလဲဖုိ႕မျဖစ္ႏိုင္ေသးတဲ့အခါ ျပည္ပမီဒီယာေတြက တကယ္ကိုျပည္သူေတြစိတ္ခ် ယံုၾကည္အားကိုးရေလာက္တဲ့အေနအထားျဖစ္လာရင္ အရမ္းေကာင္းမွာပါ။

Last semester, I took the module called ‘Politics and Policy in South East Asia’ in which each group of students had to do presentation about a country in SEA. But the native students from a particular country were not assigned for that country. For instance, the Malaysian students were not in the presenting group of Malaysia. On the week of Myanmar presentation, that group went to interview with Myanmar ambassador as well as attached a video from Youtube to their presentation. The video was an interview with some Myanmar workers in Singapore during Saffron Revolution (I don’t remember whether it is from the Channel News Asia or Mediacorp). The interview, a male worker, talking about the poverty of the population inside the country, mentioned that some people were so poor that they were living below the income of USD 2 per month. See, even if a person can only have congee everyday without any side dish, it will cost around 400 Kyats for two times per day and 12,000 Kyats (around USD 12 according the recent black market rate) per month. But it’s highly unlikely that a person can eat congee every day. How can a person live under USD 2 per month?

And then, he said that there had been no infrastructure development under this military government during past 20 years. The video included some snapshots of the buses and people travelling from the year of 1995 and claimed that the present situation remained the same. Okay, it can be acceptable if someone argues that there should have been more developments than there are at present, given the rich natural resources and increasing population. But I cannot accept this sentence of NO development. If I point out the numbers of roads and bridges built after 1988, people may accuse me of allying with the military government (SPDC). But it is the truth that people cannot deny. I have my person experience of having benefited from a bridge which is built on the road to the capital from my hometown, Pathein (Bassein). Previously before the construction of the bridge, it took around 8 or 9 hours to reach to the capital from my hometown. The Irrawaddy River is around the half way. The ferries were used to move people and cars to the other side of river bank. For the people using express buses, one bus had to wait from the other side and picked up the people. But the ones with heavy luggage were not that convenient to travel alone. If the ship journey was taken, it took the whole night from my hometown to the capital. So, only the people who were not that in a hurry could take this route. After the Bo Myat Tun Bridge had constructed at that river crossing, the transportation improved a lot and it took only around 4 hours to travel between two cities. The private car can even make it in 3 hours. It surely improved the education, health, economic and social opportunities of the areas located along the new roads and near the new bridges. It is deniable that there still remains many places including border areas which need a serious care for development. But still, we cannot neglect the fact that we can see quite amount development efforts during these years. (Corruption related to these efforts is another issue.) We need to acknowledge the certain things if they are true.

Another thing is the increasing opportunities. Comparing with the Socialist Era of General Ne Win, there have been more people who can go out of the country for education and economic opportunities. Be there it is globalization or whatever the reason is; we need to know the difference between the closed-economy and open policies.

Myanmar people have basically two kinds of media. The first one is the government-managed media inside the country. This one talks about the government actions from the bright side. Other mistakes, policy errors, corruption and hideous crimes are hidden. The second one, the collective media from outside of the country, talks only about the dark side of the military government. Most of the media from the outside are anti-military regimes and politically biased. Hence, they do not clap even when the government is doing something positive. Both of them are at two extremes. For the common public, it’s very confusing to have two media which have two very different directions. And the foreigners and people who have never been to Myanmar only have access to these foreign and out-country online media. They thought of Myanmar as the second North Korea which closed everything. Some of them even imagined the Myanmar people being so poor, the bad transportation, and the soldiers holding the guns and walking around the streets. In my school, people, especially from Europe and the West, asked me whether I had some relation with the military or whether I came from elite family in Myanmar as I could come out and study in a foreign country. I am not here talking about to say that these media from the outside of the country are bad, or even worse than the one inside the country. BUT, we need the transparency to inject into the media. Please have the balanced news for constructive ideas and views on what the government is doing as well as the mistakes. And please also have the feasible recommendations to the government. Given the current critical situation, the government-managed media will not change in a short while. So, I wish we, Myanmar people, could rely on the out-country media for the sources of the news. I wish that these media can provide the transparent and politically-neutralized news which is also of the real source.

ကၽြန္မ Human Right ဆိုတာကိုေသေသခ်ာခ်ာ မေလ့လာရေသးပါဘူး။ လူ႕အခြင့္အေရးဆိုတာေလာက္ပဲ သိပါတယ္။ ဘယ္အတုိင္းအတာအထိ လူတေယာက္ကအခြင့္အေရးရိွသလဲ။ ေနာက္တခါ လြတ္လပ္ခြင့္ Freedom ဆိုတာကေရာ။ လူတေယာက္ရဲ႕လြတ္လပ္ခြင့္ဆိုတာကေရာ ဘယ္အတုိင္းအတာထိပါလဲ။ ကၽြန္မနားလည္းထားတဲ့ လူ႕အခြင့္အေရးကေတာ့ သူတပါးရဲ႕အခြင့္အေရးကုိအလြဲသံုးစားမလုပ္ပဲ ကိုယ္ရသင့္ရထိုက္တာကို ရေအာင္ယူတာပါပဲ။ အဲဒီလိုပဲ လြတ္လပ္ခြင့္ဆိုတာကလည္း သူတပါးကိုမထိခိုက္ပဲနဲ႕ ကိုယ့္ရဲ႕ေဘာင္တခုထဲကေန အခ်ဳပ္အေႏွာင္မရိွေနထိုင္ခြင့္ရျခင္းပါပဲ။ ဒါေပမယ့္ ေဘာင္၊ စညး္ဆိုတာ ရိွလာၿပီ ဆိုမွေတာ့ ဘယ္လိုလုပ္လြတ္လပ္ပါမလဲလို႕ေျပာလို႕ရပါတယ္။ ဒါေပမယ့္ စည္းမဲ့ကမ္းမဲ႕၊ အုပ္ခ်ဳပ္မႈေဘာင္မဲ့ လြတ္လပ္ခ်င္တယ္ဆိုရင္ေတာ့ လူေတြနဲ႕ေရာေနလို႕ရမွာမဟုတ္ပါဘူး။ ေတာထဲသြားေနဖုိ႕သာ အႀကံဳျပဳခ်င္ပါတယ္။ ေတာမွေတာင္ မလုပ္ရဆိုတဲ့ စည္းကမ္းေဖာက္ဖ်က္ရင္ အသက္အႏၱရာယ္ထိခုိက္ႏိုင္ပါေသးတယ္။
ကၽြန္မဘြဲ႕လြန္ဆက္မတက္ခင္အထိကၽြန္မသိထားတဲ့ လြတ္လပ္တဲ့လူ႕ေဘာင္ဆိုတာေတာ္ေတာ္ေလးကုိ က်ဥ္းေျမာင္းေနပါေသးတယ္။ ကၽြန္မဇာတိၿမိဳ႕ကေလးမွာဆိုရင္ တေယာက္နဲ႕တေယာက္ ေလးစားရပါတယ္။ လူႀကီးေတြကိုနာခံရပါတယ္။ ပတ္၀န္းက်င္ကိုဂရုစိုက္ရပါတယ္။ ကိုယ့္အိမ္မွာကိုယ္ ဘယ္လိုေနေနဆိုလို႕ မရပါဘူး။ အခုအခ်ိန္အထိလည္း ကၽြန္မႏွစ္သက္၊ မွတ္မိေနေသးတဲ့ အေလ့အထေလးေတြထဲက တခ်ိဳ႕ကိုေျပာျပခ်င္ပါတယ္။ အိမ္တအိမ္မွာဆီသတ္တာမ်ိဳး၊ ေညွာ္နံ႕ထြက္မယ့္ဟင္းလ်ာ တခုခုလုပ္ေတာ့မယ္ဆိုရင္ “ေၫွာ္ေတာ့မယ္ေနာ္” လို႕ေျပာၾကပါတယ္။ မတတ္သာလုိ႕လုပ္ရတယ္၊ ေလလံုတဲ့အိမ္မ်ိဳးေတြလည္းမဟုတ္ေတာ့ ေၫွာ္နံ႕ထြက္လာရင္က်န္းမာေရးမေကာင္းတဲ့သူ၊ အနံ႕အသက္မခံႏိုင္တဲ့သူရိွရင္ ႀကိဳေရွာင္ထားႏိုင္ေအာင္၊ မလႈပ္ရွားႏိုင္ရင္လည္း ျခင္ေထာင္ထဲမွာေနတာမ်ိဳး ျဖစ္ျဖစ္၊ ကာကြယ္ႏိုင္ေအာင္ ႀကိဳတင္သတိေပးတာပါ။ ၿပီးေတာ့ အိမ္ေတြမွာကက္ဆက္ဖြင့္ပါတယ္။ ကၽြန္မ ၃ႏွစ္သမီးကတည္းက အဘိုးနဲ႕ေနခဲ့ရတာပါ။ အဘိုးကအေပၚထပ္မွာေနပါတယ္။ ကၽြန္မေအာက္ထပ္က ကက္ဆက္အက်ယ္ႀကီးဖြင့္ရင္ဆူပါတယ္။ ဟိုဘက္အိမ္ေတြမွာလည္း အဘိုးႀကီး၊ အဘြားႀကီးေတြရိွပါတယ္။ ေရဒီယိုကေခတ္ေဟာင္းေတးေတြဘာေတြလာတဲ့အခ်ိန္ဆို လူႀကီးေတြကနားခံသာေပမယ့္ ကၽြန္မတို႕ ငယ္ငယ္ကေခတ္စားစျပဳလာေနတဲ့ ေရာခ့္ဂီတကို သူတို႕မႀကိဳက္ပါဘူး။ ကၽြန္မကိုယ္တိုင္လည္း ဆူဆူညံညံမႀကိဳက္တဲ့သူမို႕ မဖြင့္ပါဘူး။ ဒါေပမယ့္ ကၽြန္မတို႕မ်က္ေစာင္းထုိးအိမ္က ကၽြန္မနဲ႕မတိမ္းမယိမ္းေယာက္်ားေလးက အက်ယ္ႀကီးဖြင့္ၿပီး လိုက္ဆိုတတ္ပါတယ္။ သူတို႕တအိမ္လံုးက ရပ္ေက်ာ္ရြာေက်ာ္ေတြမို႕ အနီးအနားက အဘိုးအဘြားေတြက ကၽြန္မကက္ဆက္ဖြင့္ရင္ မီးမီးေရ တိုးတိုးလုပ္ေဟ့လို႕ ေျပာသလိုသူတုိ႕ကိုမေျပာပါဘူး။ ဒါေပမယ့္ သူတို႕ရဲ႕အလိုက္ကမ္းဆိုးမသိမႈက ပါတ္၀န္းက်င္ကိုထိခုိက္ေစတာေတာ့ အမွန္ပါပဲ။ ကၽြန္မကက္ဆက္ဖြင့္လို႕ ေဟမာေန၀င္းလို ခပ္ေအးေအးသီခ်ငး္ေလးေတြဆို ဟိုဘက္အိမ္ကအဘြားေရာ၊ သူသမီး အန္တီသန္းေရာက ႀကိဳက္ပါတယ္။ အဲဒါဆို မီးမီးေရက်ယ္က်ယ္ဖြင့္ေဟ့လို႕ ေျပာပါတယ္။ ကၽြန္မအဘကလည္း မဆူပါဘူး။ ကၽြန္မကလည္း အခါႀကီးရက္ႀကီး ဥပုသ္ေန႕မ်ိဳးေတြမွာ မဖြင့္ပါဘူး။ ကိုယ့္အိမ္မွာကိုယ္ပိုင္တဲ့ကက္ဆက္ ဘယ္အခ်ိန္ဖြင့္ဖြင့္ ဆိုေပမယ့္ သူတပါးရဲ႕လြတ္လပ္ခြင့္၊ သူတပါးရဲ႕ အခြင့္အေရးကိုလည္း ေလးစားရမွာပါ။ ကၽြန္မကိုးတန္းေလာက္ ေရာက္လာေတာ့ နားက်ပ္နဲ႕နားေထာင္ရတဲ့ Walkman ကက္ဆက္ေလးေတြ ေခတ္စားလာပါၿပီ။ ကၽြန္မ ေမြးေန႕လက္ေဆာင္ရတဲ့ အဲဒီကက္ဆက္ေလးထဲမွာအေခြေတြဖြင့္ၿပီး ဘယ္သူမွမၾကားဘဲ နားေထာင္ရတဲ့ အရသာကိုကၽြန္မအရမး္ႀကိဳက္ပါတယ္။ အဲဒီအခ်ိန္မွာ အက္ဆစ္တို႕ဘာတို႕ ရက္ပ္ အေခြေတြေပၚေနၿပီ။ ကိုယ္ကႀကိဳက္ေပမယ့္ အဘိုး၊ အဘြားေတြဘယ္လိုမွႀကိဳက္မွာ မဟုတ္ေတာ့။ ဒီကက္ဆက္ေလးနဲ႕ဖြင့္ေတာ့ ကိုယ့္ေၾကာင့္သူမ်ားလည္း မထိခိုက္ေတာ့၊ ကုိယ္နားေထာင္ခ်င္တဲ့ ဂီတကို နားေထာင္ခ်င္တဲ့အခ်ိန္မွာ နားေထာင္လုိ႕ရတယ္ေလ။ အိမ္မွာ ကၽြန္မအကိုကလည္း သီခ်င္းအရမ္းႀကိဳက္ပါတယ္။ ဒါေပမယ့္သူကေတာ့ သူ႕ဂစ္တာေလးနဲ႕ ခပ္တိုးတိုး သူ႕ဘာသာသူပဲဆိုေလ့ရိွပါတယ္။ သူမ်ားေတြလိုအိမ္ေရွ႕ထြက္ ဂစ္တာတလံုးနဲ႕ေအာ္တာမ်ိဳးလည္းမလုပ္။ အိမ္မွာလည္း ဆူဆူညံညံေဟာ့ေဟာ့ရမ္းရမ္းမရိွတဲ့အတြက္ ပါတ္၀န္းက်င္ကခ်စ္ၾကပါတယ္။ အဲဒီလိုနဲ႕ ကၽြန္မ ဘြဲ႕လြန္တက္ဖုိ႕ ထြက္မလာခင္အထိကၽြန္မနားလည္ထားတဲ့ လူအခြင့္အေရးကေတာ့ ကုိယ့္ပါတ္၀န္းက်င္ကို ေလးစားလိုက္နာျခင္းပါ။ အဲဒီလိုကၽြန္မနားလည္ထားတဲ့ ကိုယ့္ပါတ္၀န္းက်င္ဆိုတာ စိတ္သေဘာထားတူ၊ ဘာသာတူ၊ ၀ါသနာတူေတြဆိုၿပီး က်ဥ္းေျမာင္းေနလိမ့္မယ္လုိ႕ ဘယ္တုန္းကမွမစဥး္စားခဲ့မိပါဘူး။
ေနာက္ဒီေရာက္လာေတာ့ ကို္ယ့္လိုေက်ာင္းလာတက္တဲ့အကိုေတြနဲ႕ စကားေျပာျဖစ္ၾကရင္းကေန ခရစ္ယာန္ဘာာသာအကိုတေယာက္ကေျပာပါတယ္။ ေလာ္စပီကာတပ္ၿပီး ေအာ္ႀကီးဟစ္က်ယ္အလႈခံတာတို႕၊ တညလံုးေတာက္ေလွ်ာက္ပဌာန္းရြတ္ေနတာတို႕ သူလံဳး၀မႀကိဳက္တဲ့အေၾကာင္းပါ။ သူက ဗုဒၶဘာသာ မဟုတ္တဲ့အတြက္ ကၽြန္မတို႕ဘာသာထံုးစံေမတၱာပို႕၊ အႏၱရယ္ကင္းပရိတ္ရြတ္တာကို သူနားမလည္ႏိုင္၊ လက္လည္းမခံနုိင္တာပါ။ ၿပီးေတာ့ အဲဒီလိုအခြင့္အေရးမ်ိဳး တျခားဘာသာေတြက်မရတဲ့အတြက္လည္း မေက်နပ္တာပါ။ ကၽြန္မငယ္ငယ္ကတည္းကေနခဲ့တဲ့အိမ္က ဘုန္းႀကီးေက်ာင္းေတြ၀ိုင္းရံေနတဲ့ အိမ္လို႕ေတာင္ ေျပာလို႕ရပါတယ္။ ပဌာန္းရြတ္ၾကတဲ့အခ်ိန္ေရာက္ၿပီဆို ကိုယ္ေတြလူငယ္ေတြက အခ်ိန္တန္ အိပ္ေပ်ာ္သြားေပမယ့္ လူႀကီးေတြကအိပ္မေပ်ာ္ၾက။ အဲဒီေတာ့ပဌာန္းသံကိုနာခံၿပီး တရားနာၾကပါတယ္။ ဗုဒၶဘာသာမဟုတ္တဲ့သူေတြအတြက္ေတာ့ ဘယ္လိုေနမလဲဆိုတာ ကိုယ္တုိင္ တခါမွမစဥ္းစားမိေအာင္ ကၽြန္မညံ႕ဖ်င္းခဲ့ပါတယ္။ အဲဒီအကိုနဲ႕စကားေျပာမွပဲ ဘာသာေပါင္းစံုရိွေနတဲ့ကၽြန္မတို႕ႏိုင္ငံမွာ ဘက္ညီေအာင္ ဘယ္လိုလုပ္ေပးရမလဲ။ ဘာသာတိုင္းရဲ႕အခြင့္အေရး၊ လြတ္လပ္ခြင့္ကိုမပိတ္ပင္ပဲ ဘာသာျခားေတြအတြက္လည္း အေႏွာင့္အယွက္မျဖစ္ဘဲဘယ္လိုေပၚလစီမ်ိဳးထုတ္ၿပီး ဒီျပႆနာကို ေျဖရွင္းရမလဲဆိုတာကုိ ကၽြန္မစဥ္းစားစျပဳလာပါတယ္။ တခ်ိန္တည္းမွာပဲ စဥ္းစားမိတဲ့ ျပႆနာေတြက ဘာသာေလးခုစလံုး လြတ္လပ္စြာေဟာေျပာခြင့္ေပးလိုက္တဲ့အခါ ဟုိဘက္ကတမ်ိဳး၊ ဒီဘက္ကတမ်ိဳး။ ဟုိဘက္ကေလာ္စပီကာနဲ႕တမ်ိဳးေအာ္၊ ဒီဘက္ကေလာ္စပီကာနဲ႕တမ်ိဳးေအာ္ဆိုတာမ်ိဳးေတြျဖစ္လာမလား။ (ဥပမာ အခုအင္တာနက္ေပၚမွာ၊ ဘေလာ့ေတြေပၚမွာ ေအာ္ေနၾကသလိုမ်ိဳး။) ဘာသာေလးခုအျပင္အခုေပၚေပါက္ေနတဲ့ ဂိုဏ္းခြဲေတြေပၚလာၿပီး မူရင္းဘာသာေတြကိုၿခိမ္းေျခာက္လာမလား။ ကၽြန္မတို႕ရဲ႕မူရင္းရည္ရြယ္ခ်က္ျဖစ္တဲ့ မည္သည္႕ဘာသာမဆို ေအးခ်မ္းလြတ္လပ္စြာ ကိုးကြယ္ခြင့္၊ ေလ့လာႏိုင္ခြင့္ဆိုတဲ့ လမ္းေၾကာင္းကေန ေသြဖယ္သြားမလား။ ကၽြန္မကိုယ္တိုင္ေမးျဖစ္လာတဲ့ အဲဒီေမးခြန္းေတြကို မေျဖႏိုင္ေသးပါဘူး။ အဲဒီေတာ့ ဒီဘာသာေရးလြတ္လပ္ခြင့္ပဲျဖစ္ျဖစ္၊ လြတ္လပ္တဲ့ လူ႕ေဘာင္အခြင့္အေရးဆိုတာပဲျဖစ္ျဖစ္ကၽြန္မတို႕ ပိုၿပီးသတ္သတ္မွတ္မွတ္ အဓိပါယ္သတ္မွတ္ဖုိ႕ လိုလိမ့္ဦး မယ္ထင္ပါတယ္။

ဒီလိုကၽြန္မေျပာလို႕လာဘ္ေပးလာဘ္ယူမႈကိုအားေပးေနတာမဟုတ္ပါဘူး။ လာဘ္ေပးလာဘ္ယူဆိုတာ တုိက္ကိုတိုက္ဖ်က္ပစ္ရမယ့္၊ ဆန္႕က်င္ရမယ့္အရာပါ။ ဒါေပမယ့္ ျမန္မာႏိုင္ငံလိုအေနအထားမ်ိဳးမွာ အစိုးရ၀န္ထမ္းေတြအက်င့္ပ်က္တယ္။ လာဘ္စားတယ္ေအာ္ေနၾကမယ့္အစား ဒီလိုဘာေၾကာင့္ျဖစ္ေနရတာလဲ စဥ္းစားၾကည္႕ပါ။ အစိုးရက ၀န္ထမ္းေတြကိုခဏခဏေတာ့ လစာတိုးေပးပါတယ္။ လစာတိုးတိုင္း ေငြေၾကးေဖာင္းပြမႈႏႈန္းက တိုးလာတယ္။ ျပႆနာရဲ႕တစိတ္တပိုင္းကေတာ့ ျပည္သူေတြရဲ႕အျမင္၊ ခံယူခ်က္ေတြပါပဲ။ လစာတိုးေတာ့မယ္ လို႕သတင္းၾကားတာနဲ႕ ေစ်းေတာ့တက္ေတာ့မွာပဲဆိုၿပီး ပိုက္ဆံအပို္ရိွတဲ့သူေတြက ဆန္၀ယ္ေလွာင္တယ္၊ ဆီ၀ယ္ေလွာင္တယ္။ ၀ယ္လိုအားေတြတက္တာနဲ႕အမွ်ေစ်းတက္လာတယ္။ ဘာမွမတတ္ႏိုင္တဲ့ ဆင္းရဲသားျပည္သူေတြက တက္လာတဲ့ေစ်းနဲ႕ လက္လီ၀ယ္စားရတယ္။ အဲဒီေတာ့အဓိကျပႆနာက ေငြေၾကးေဖာင္းပြမႈပဲ။ အဲဒီျပႆနာကိုေျဖရွင္းမယ္ဆုိရင္ ျမန္မာႏုိင္ငံရဲ႕ စီးပြားေရးအေနအထား၊ ဘဏ္စနစ္ စတာေတြပါလိုက္ေျပာင္းလဲဖုိ႕လိုပါလိမ့္မယ္။ ေငြေၾကးေဖာင္းပြမႈျပႆနာကုိ မေျဖရွင္းႏိုင္ေသးဘဲနဲ႕ ၀န္ထမ္းေတြကိုလစာတိုးေပးလည္း သူတို႕ဘ၀ေတြကအရမ္းတိုးတက္မသြားပါဘူး။ မွတ္တမ္းေတြအရဆိုရင္ ျမန္မာႏိုင္ငံဟာ ႏွစ္၂၀အတြင္းမွာ လစာကို အဆ ၇၀အထိတိုးေပးခဲ့တဲ့ႏိုင္ငံပါ။ ဒါေပမယ့္ ေျပာခဲ့သလိုပဲ ေငြေၾကးကပါလုိက္ေဖာင္းပြလာေတာ့ ေအာက္ေျခ၀န္ထမ္းေတြရဲ႕ ဘ၀ကေတာ့ တိုးတက္မလာပါဘူး။
အဲဒီေတာ့ေျပာခ်င္တာက ၀န္ထမ္းေတြလာဘ္စားတယ္လို႕ခ်ည္းပဲ ေအာ္မေနပါနဲ႕။ မစားရင္ သူတုိ႕ငတ္သြားပါလိမ့္မယ္။ လူဆိုတာ ကိုယ့္အသက္ရွင္ရပ္တည္မႈအတြက္ေတာ့ လုပ္ရတာခ်ညး္ပါပဲ။ ဒါေပမယ့္တခုပါပဲ။ လာဘ္လဲယူ၊ အလုပ္လဲၿပီးပါေစေပါ့။ ၿပီးခဲ့တဲ့တေခါက္ ကြန္ဖရင့္တခုမွာ ကၽြန္မအရမ္း ေလးစားတဲ့ပါေမာကၡတေယာက္က သူတင္ျပတဲ့စာတမ္းအေၾကာငး္ေျပာရင္းနဲ႕ အလုပ္ျဖစ္တဲ့လာဘ္စားမႈ နဲ႕ အလုပ္မျဖစ္တဲ့လာဘ္စားမႈ ဆိုၿပီး ႏွစ္မ်ိဳးခြဲေျပာသြားပါတယ္။ အာရွႏိုင္ငံေတာ္ေတာ္မ်ားမ်ားမွာ လာဘ္ေပးလာဘ္ယူ ျပႆနာဟာရိွေနတုန္းပါပဲ။ အာရွမွမဟုတ္ အေနာက္ဘက္ မွာေတာင္လံုး၀ကင္းတဲ့ႏုိင္ငံဆိုတာ လက္ခ်ိဳးေရလို႕ ရေနတာပါ။ အဲဒီေတာ့လာဘ္ယူရင္ယူပါ။ အလုပ္ျဖစ္ေအာင္လုပ္ရင္ ေပးရတဲ့လာဘ္အတြက္ အျပစ္မတင္ဘူး ဆိုတဲ့သေဘာ အဲဒီပါေမာကၡကေျပာသြားတာပါ။ အလုပ္မျဖစ္ဘဲနဲ႕ အိေယာင္၀ါးနဲ႕ လာဘ္စားေနရင္ေတာ့ ႏိုင္ငံအတြက္အဆိပ္အေတာက္အမိႈက္ပါပဲတဲ့။ ကၽြန္မအဲဒီအဆိုကို ခၽြင္းခ်က္မရိွေထာက္ခံခဲ့တာပါ။

ခုနကေျပာခဲ့တဲ့ကၽြန္မကိုယ္ေတြ႕ လ၀ကဌာနကိုပဲျပန္ဆက္ပါရေစ။ လ၀ကကလူတိုင္းကိုမဆိုလိုပါဘူး။ ဒါေပမယ့္ ကၽြန္မ အဲဒီစီမံကိန္းမွာ ၃ႏွစ္အလုပ္လုပ္ခဲ့တဲ့အတြင္းမွာ ခဏခဏအဲဒီဌာနကိုသြားရပါတယ္။ တခါေဖာင္တင္မယ္ဆိုရင္ ၅၀၀ က်ပ္ေပးရတယ္။ ဗီဇာသက္တမ္းထိုးထားတဲ့ ပါတ္စ္ပို႕ျပန္ရတဲ့အထိ ေပးစရာမလိုဘူး။ ကၽြန္မအခ်ိန္မေရြးဖုန္းဆက္ေမး ခ်ိဳခ်ဳိသာသာေျဖပါတယ္။ ဘယ္အဆင့္ေရာက္ေနၿပီလဲ ေနျပည္ေတာ္ကိုဖုန္းဆက္ေမးေပးပါတယ္။ ကၽြန္မကိုဖုန္းဆက္ၿပီးျပန္ေျပာေပးပါတယ္။ ဘယ္ရက္ေနာက္ဆံုးေလာက္ရႏိုင္မလဲ အေၾကာင္းၾကားပါတယ္။ သူတို႕ဌာနက က်န္းမာေရးကိုင္တာတဖြဲ႕၊ ရိုးရိုးအလည္အပါတ္လာတဲ့သူကိုင္တာတဖြဲ႕၊ တျခားလည္းအဖြဲ႕ေတြခြဲထားတာပါ။ ဒါေပမယ့္ တလကို တခါအဲဒီအဖြဲ႕ထဲကလူေတြေျပာငး္ပါတယ္။ ဒါေပမယ့္ ဘယ္လူေျပာင္းလို႕မွကၽြန္မအဆင္မေျပခဲ့ဘူးဆိုတာ မရိွပါဘူး။ ေမးရင္ေမးတဲ့အခ်ိန္မွာ မၿပီးေသးရင္ေတာင္ကၽြန္မစိတ္ေက်နပ္ေလာက္တဲ့ အေျဖမ်ိဳးကိုရပါတယ္။ တခ်ိဳ႕ဌာနေတြလိုဖုန္းဆက္ေမးရင္ ဆူေအာင့္ေျဖတာတို႕၊ မၿပီးေသးဘူးဆို ဂြပ္ခနဲဖုန္းခ်တာမ်ိဳး ကၽြန္မမႀကံဳခဲ့ပါဘူး။ အဲဒီလုိမ်ိဳးသာ အစိုးရဌာနတိုင္းကအလုပ္လုပ္မယ္ဆို ကၽြန္မတို႕ေပးရတဲ့ လာဘ္ေငြ နည္းနည္းကိုကၽြန္မတို႕ဂရုစိုက္ဖို႕မလိုဘူးလို႕ထင္ပါတယ္။ (လြတ္လပ္စြာသေဘာကြဲလြဲႏိုင္ပါတယ္။)
အဲလိုမွမဟုတ္ဘဲ လာဘ္ေငြလည္းေပးရေသး၊ အလုပ္ကိုလည္းအလုပ္နဲ႕တူေအာင္မလုပ္၊ ျပည္သူလူထုကုိပါ မေထမဲ့ျမင္လုပ္လာရင္ေတာ့ ဒီလိုအလုပ္မျဖစ္တဲ့၀န္ထမ္းမ်ိဳးကို လာဘ္ေပးၿပီး အသက္ဆက္မယ့္အစား တနည္းနည္းနဲ႕ဒီစနစ္ကဖယ္ထုတ္ပစ္ႏိုင္ရမွာပါ။

ဒါေတြကဥပမာေတြပါ။ ကုန္က်မယ့္စရိတ္၊ ျပန္ရမယ့္အက်ိဳးေက်းွေဇူးကိုတြက္ၿပီး အဆင္ေျပမယ့္နည္းလမ္းကိုသံုးႏိုင္ပါတယ္။ ျမန္မာႏိုင္ငံအေနနဲ႕ႏို္င္ငံေရးအရျဖစ္ႏိုင္မယ့္၊ ေဘးထြက္ဆိုးက်ိဳးနည္းမယ့္ အစီအမံမ်ိဳးကိုစဥး္စားၿပီး ေသေသခ်ာခ်ာလုပ္ေပးႏိုင္ရင္ အစိုးရ၀န္ထမ္းေတြရဲ႕ဘ၀တိုးတက္လာႏိုင္ပါတယ္။ အစိုးရဆီမွာအမႈထမ္းခ်င္တဲ့လူငယ္ေတြလည္း မ်ားလာပါလိမ့္မယ္။ အဲဒါဆိုရင္ အေတြးအေခၚအသစ္၊ စိတ္ကူး အသစ္ေတြ အစိုးရဌာနထဲကိုေရာက္လာႏိုင္တာေပါ့။ ခ်က္ခ်င္းလက္ငင္း၀ုန္းခနဲဆို ေရႊျပည္ႀကီးကိုတည္ေဆာက္ လို႕မရေပမယ့္ တျဖည္းျဖည္းခ်င္းနဲ႕ေတာ့ တိုးတက္လာဖုိ႕ေမွ်ာ္လင့္လို႕ရပါတယ္။

Having read this, I was thinking whether we can use the same strategy in Myanmar. Do you think we can do the same in Myanmar? Let’s see. In India, even a low level public servant can earn up to the amount by which he can live. Their salary can cover most of their expenses. If one becomes an administrative officer in a town, he gets his own place as well as some servants. If he becomes here to province level, he might be treated like a king. (I am not talking about the officers from military or police commission in India.)

Let’s turn to Myanmar where most of the low level public servants do not earn enough even for the food. Previously, I was working in a public health project where my supervisors are foreigners. I used to go to the Immigration Dept in Yangon to extend their visa. I was asked to pay 500 Kyats (around 0.5 USD) for one-time service fee. I knew that they added up all the money from the visitors every day and divided among them. I think (not sure) the head of the dept might get more than others. I don’t think each officer get merely 1,000 Kyats per day. Except from the Director-level officer, officers at that dept got the salary ranging from 40,000 Kyats (around 40 USD) to 50,000 (around 50 USD). So, if one officer get 1,000 Kyats (under the table) plus the salary, his/ her total income will be 70,000 – 80,000 Kyats (estimated from 70 USD to 80 USD). I was staying in a hostel then and I don’t have any dependants. My total expense for one month is around 100,000 Kyats (100 USD). If I deduct the hostel fee, 12,000 Kyats, other expenses will be 88,000 kyats (around 88 USD). Then, how an officer can have a prosperous life with an income of around 80 USD? How can they lead a peaceful life if the officer marries the low-level public servant like him and has some children too? It would be difficult for them even to have two meals a day if they didn’t take the money under the table.

I am not telling that CORRUPTION is good. It is something we should combat. Life will be pleasant without corruption. Social welfare will increase. But think about the root cause why the public servants are corrupted. They do not have enough income to cover their family expenses. The government frequently increases their salaries officially. But together with the pay rises, the price level goes up. The inflation becomes the biggest problem. Empirical evidence says that Myanmar is the only country in South East Asia where the government servant salaries are increased 70 times higher during 20 years. But the inflation associated with this pay rises have never been addressed properly. People expectations also contribute to inflation a lot. When the pay for public servants is increased, they anticipated the inflation to be higher. Then, the people with extra money holdings buy rice, oil and other basic needs for keeping. Demand increases when the supply of the goods cannot increase in a short time. The prices go up. Then, the burden goes to the low-income families who cannot store things for the future and who has to pay for same price for reduced quantity as their wages do not increase in a short period. That has happening time after time and inflation never goes down. Hence, the main problem, like I said, is high inflation. To address this problem, the country needs economic reform and banking-sector reform which are costly and which cannot happen in a short while.

So please stop talking that public officers in Myanmar are immoral and corrupted. If they are not corrupted, they cannot survive. All people are fighting for their survival. Most importantly, we need to have the corrupted servants which do their jobs well. I still remember, in a conference, a prestigious professor talking about ‘productive corruption vs unproductive corruption’. Most of the Asia countries have corrupted bureaucratic structure. Even some in the west. But we need to acknowledge productive corruption in which the officers provide satisfactory service to the public taking the under-table money (or tea money.) In contrast, unproductive corrupted officers need to be kicked out of the system as they are just the holes through which the government’s budget and the society’s money are draining. Let’s talk about the Immigration Dept I used to go. In that Dept, there are different groups for different type of foreigners_ tourists, foreign government officers, embassy officers, foreigners related to Ministry of Health. The officers in each group are not permanent but they rotate internally. But regardless of with whom I worked with, I never had the difficulty getting my job done. Like I said, I had to pay 500 kyats (for one passport). Whenever I called their department to enquire about the application process, they never showed impatience. They answered politely, called to Nay Pyi Taw if necessary, called me back to inform the process and let me know by when I could possibly get the passport/s back. Even I had to pay 500 kyats, I got the satisfactory service. (I don’t know all the officers from Ministry of Immigration, Emigration and National Registration but I am talking about the officers I met at that department.) I know there are public officers who hang up on the public and are rude to the people and do not do their work effectively. But if all the public officers are like the ones from the Immigration Dept I mentioned, I think we should not mind paying for a small amount. Just regard this as a reward. (Feel free to disagree.)

If we want to address the problem of corruption in Myanmar, the only way is to make the public officers be able to live on their own income. There are some ways to improve the lives of public servants by changing their incentive structures. We need to change their incentives, meaning that they need to be better rewarded for their service. But this reward should come without inflation, like pay rises. Here are some examples.
1) Rationing rice/ cooking oil (To provide the public servants with some amount of rice and cooking oil differently to the singles and the marrieds)
2) Governments discount shops selling basic necessities to public servants (To have a proper check-and-balances system unlike the ones we had before.)
3) Seasonal bonus or allowance for children’s education (Not to have the inflation effect like pay rises.)

We can use the most politically feasible strategy which benefits also cover the costs. Those are just the examples which can be used to improve incentive structure of public servants, reduce corruption and thereby increasing social welfare. And this will also attract some young people to enter public service. They might later provide creative and innovation ideas and the public service can even improve further. Without a need to have a big REFORM, we can still CHANGE BIT BY BIT for our country to be better.
